   Well from my experience i can say that the throttling is in fact starting (Kelcom is my isp.) I'm a torrent nut, and my usual speed is around 500kb/s - 550kb/s on many given torrents.

   However this month has been looking particularly grim in regards to speed 15kb/s here 150 kb/s there. Complete unstability in speeds now. There obviously playing with something.
 I have found that time of day plays a giant role in the madness (btw the speeds previously mentioned were at Peak hours) i have tried downloading identical torrents at different times throughout the day and the speed difference on avrg is around 100-150kb/s sometimes as much as 300kb/s.

Thats has been my experience in regards to that lately.
