Most Cogeco subscribers I talk to think it's great. You rarely get the full speed, but it is considerably faster than DSL in my experience. Do keep in mind that they enforce a 60GB (!) monthly transfer limit.
That said, I personally am not a fan.
At my parents' house, we signed up with Cogeco back in 1999. We had all sorts of problems in the first few years (literally something like 40% downtime), but if I give them the benefit of the doubt, it was due to a series of bad modems and squirrels chewing on the lines.
Recently, I moved back in for a while, and we managed to go over the transfer limit. They cut us off. At the time I was transferring work back and forth from school, and I calculated that I'd need at least 10GB more before the month was up. Three hours on the phone explaining that they were about to lose a customer of almost 9 years over a matter of a little extra bandwidth helped not at all. So we dropped them for TekSavvy DSL. Ironically, our line is so far from the Bell CO that I now have to switch my mom back onto Cogeco. :(
I must say I had a very good experience with MNSi, but like you, I now find myself needing a dry-loop connection, and I'm probably going to stay with TekSavvy and live with the Bell evilness.
