Warning about Kelcom; depending on your rate-plan, they can & will charge
for GB up/down overages.
I used to work there (briefly) and we sent out a bill for $400 to one guy
that was over his limit.  The do check the account usage very infrequently
(every few years was the period when I was there) but they do check it.

I use MNSi (and have since 1996 with dial-up).  I am downloading/uploading
torrents 24x7 and my connections do not seem to be throttled at all.  It
appears that MNSi traffic gets routed through Level3.net instead of Bell
routers.  (I've done a few tracepaths on various sites and they all conform
to this pattern.

I had Cogeco when I lived in Chatham (and cable was the only high-speed
option and before bittorrent was created) and they were HORRIBLE for doing
crap to my connection and sending me threat letters about exceeding caps.  I
dumped them as soon as an alternative was available.

The only bad thing I can say about MNSi, is that they do not allow for
binary newsgroups.
