Xnest does act like an X server - it's pretty much X in a window. What it's doing is using XDMCP to access an xdm session remotely (normally, on a desktop system, xdm is accessed by the local X server).

As long as xdm is running on the OpenBSD box and accepting remote queries, it should just work. I can't tell you off the top of my head how to make xdm accept remote queries or if it does by default, but it's not hard to do, just some kind of "allow" entry in a /etc file IIRC.
