[wuug-list] New WUUG.org Site

I've set up a site I think will work in the wake of Windsor Board's
demise. Check out the new wuug.org. It's all Phorum-based, so we have
our regular forum capabilities (which also emails posts to wuug-list),
and we're also going to build in a little "blog" on the main page for
announcements.

It's a work in progress, but it's good enough to start using right
away. Please let me know if you think of anything that would benefit
the site!
